The wide relocation and conversion ranges exist because both can mean anything from a same-spot swap to running new gas, vent and supply lines across the house, and the published figures do not separate those two jobs from each other.

Because its calculator's labor line is not usable on its own. Homewyse's 'Hot Water Heater Replacement Labor, Basic' entry returns $822.46 to $924.62, the exact same figure shown for its separate materials line and its job-supplies line, on the same page, dated May 2026. That is not three real numbers, it is one number repeated.

That does not mean Homewyse's overall installed total, $1,586 to $1,843 for a 40-gallon gas tank swap, is wrong; it means this specific line item cannot be trusted alone. What is usable is the stated scope: leveling and securing the unit, connecting existing gas, water and vent lines, leak testing, and a 2-hour minimum labor charge, plus a general contractor's overhead of 13% to 22% on top when one supervises the job.
Four things extend the job beyond a basic swap: difficult access, removing and hauling away the old unit, code-required additions like an expansion tank or updated venting, and the permit inspection itself. Angi specifically notes that carrying a unit up or down stairs, or maneuvering it into a tight space, adds to the bill.

The expansion tank is the one homeowners least expect. Plumbing engineer Ron George, writing for PHCP Pros, explains one is required wherever the system already has a check valve, backflow preventer or pressure reducing valve, since those stop thermal expansion pressure from relieving into the street main; without one, pressure often reaches 150 psi against the 80 psi a correctly installed system should hold. The same inspection checks the relief valve discharge line, which George states must end through an air gap in the same room, no more than 6 inches above the floor, with no threaded connection at the outlet, one more reason two labor quotes for an identical-looking job can land far apart.
